An ad is "to be finalised" when all the steps of the ad creation process have not been confirmed.
From the menu "My classified ads", go to the details of your ad and finalise the details until the last step.
Please note that step 5 "options" is optional, you can click on "next" without selecting anything if you are not interested. You will not be charged for anything.
